Ship and Boat Charter
Follow requirements when arranging a boat or ship charter for inland waterway or ocean travel conducted in the name of the University.
Charter Exclusions
- Use of small watercraft such as canoes, rowboats, or similar vessels
- Purchase of tickets for a regularly scheduled cruise available to the public
- Bareboat or demise (no crew)
- Individual tickets for a regularly scheduled cruise open to the public
Request a Certificate of Insurance
Notify the charter provider of insurance inclusions for contract review:
- Marine Liability Insurance with Protection and Indemnity coverage, including Collision Liability unless provided under the vessel Hull and Machinery policy
- List The Pennsylvania State University as Additional Insured

Private Charters
Vessel under 30 feet
- Freshwater: $1,000,000
- Ocean: $2,000,000
Vessel over 30 feet
- Freshwater: $2,000,000
- Ocean: $3,000,000
Commercial Charters
Passenger capacity from 1 to 12
- Freshwater: $3,000,000
- Ocean: $5,000,000
Passenger capacity from 12 to 24
- Freshwater: $5,000,000
- Ocean: $10,000,000
Passenger capacity of 25 or more
- Freshwater: $7,000,000
- Ocean: $15,000,000
Purchasing Method
Route all agreements through Central Procurement for contract review per Policy FN11 Contracts and Leases.
Purchase Order
- Create a Non-Catalog Purchase Requisition (ServiceNow)
- Attach the charter agreement and certificate of insurance
- PSUbuy Non-Catalog Purchase Knowledge Article (ServiceNow)
Non-Purchase Order Invoice
- Submit a contract request for review through Central Procurement.
