Instructions and Contingencies
- Use Penn State email for the account creation.
- Employees may accept associated terms electronically on behalf of the University unless participation involves any of the following:
- High or restricted-level data per policy AD95: Information Assurance and IT Security.
- Consult the Office of Information Security (security@psu.edu)
- Sensitive information classified by NASA as Controlled Unclassified Information (CUI)
- Contact the Office of Information Security (security@psu.edu), the Office of Sponsored Programs (osp@psu.edu), and the Office of Export Compliance (oec@psu.edu) to ensure appropriate CUI security safeguards to comply with NASA procedural requirement (NPR) 2801.7.
- High or restricted-level data per policy AD95: Information Assurance and IT Security.
If the contingencies above cannot be met, submit a Procurement Contract Request Intake Form to request a one-time delegation.

- Employees authorized under Policy RA20 to submit research proposals may accept associated terms electronically on behalf of the University unless participation involves any of the following:
- High or restricted-level data per policy AD95: Information Assurance and IT Security.
- Consult the Office of Information Security (security@psu.edu)
- University banking information.
- Accepting terms of the proposal submission award.
- High or restricted-level data per policy AD95: Information Assurance and IT Security.
If the contingencies above cannot be met, submit a Procurement Contract Request Intake Form to request a one-time delegation.

Includes system use for any of the following outlined sponsored project activities
- Retrieving and reviewing Solicitations, Request for Quotes, Request for Proposals

- Submitting various reports such as technical/progress reports, financial/reports, patent reports, property reports, stewardship reports
- Submitting formal administrative requests
- Submitting invoices
